I have a question? Are we supposed to cut up Kawaii paper products and collage them back together or are we supposed to draw them

New to site - is mail art decorating the envelope you address and put the stamp on...or do we decorated an envelope and put it in another envelope for mailing so the art doesn't get damaged? Thanks!
